The text in SW menus and dialogs are fonts, and are scalable. Once you take the screenshot, everything becomes fixed.

If you're looking for a way to create a figure with call outs that will be resizable, create it in a editor like Illustrator, Viso, CorelDraw, etc., and embed the native file into your document. If you want to resize the figure you will probably have to edit it to change the font sizes, but at least that option will be available to you.
