Proposal writing and technical writing have differences. The question of "to be" in this thread is in a proposal where, I think, the vendor should know what they will do when they make a proposal and not ask the writer to work around something where, as Usha said, the writer "cannot just identify the subject." Usha asked about proposal writing.

"To be" in technical writing is awkward because it asks the reader to assume an abstract description in what should be direct writing.
