To answer your specific question, I use Paint.net all the time. It does
all the basic things that I typically need to do. For fancier stuff
(still talking freebie, there is GIMP.) I use RoboCapture for most
screen caps (only because it came with Adobe Tech Com Suite). Before
that I used MWSnap. But as often as not, I use ALT+PrtScrn to take the
actual capture.
