I am curious why this required two images files when the output was Word. It seems to me the simplest solution would be to flatten the image, and export at the target spec of the word document.

The solution is pretty simple. In Illustrator, I set the Export settings
such that the rectangular background is transparent.
In Word, I then insert Overlay1.png as Text Wrapping - Square (not Inline
w/ Text), making certain that the Layout > Position tab has the following
settings:
*Horiz*.: *Absolute position* <*value*> *to the right of* Left Margin
Vert: *Absolute position* <*value*> *below* Top Margin
I can then insert Overlay2.png with all of the same values.
