That's a really old convention carried over from the days when manuals were produced on printing presses.

It was to assure readers that the blank page is blank on purpose (ie as the "recto" side of the previous page); so they'd know that it isn't a situation where info that should have appeared on that page was somehow left out during document printing/assembly.

It may still be part of MilSpec standards, but I consider it to be completely obsolete and unnecessary in electronic docs.

Is there an accepted standard, or at least a convention, for having a page with this information on it? I've always seen it dead center on a page (top/bottom, left/right) and usually in text that is larger, sometimes far larger, than the body text.
