"Man" distinguishes from other creatures such as Tribbles. I think that "One" easily includes Tribbles and maybe even Daleks. (Who knows how the Daleks got into Star Trek!)

Vulcans apparently count as men, as shown by Spock's parentage.

As for genders, I believe that Tribbles are born pregnant.
