Another thought, just now: Since it's about instructions on how to use that table and those should be read anyway - and since alt text is needed to describe something that you cannot 'hear'/have 'read' otherwise - wouldn't it be sufficient, if you added a short extra sentence or paragraph above it to describe the table's purpose and that one could skip the less necessary parts...?
