It's possible that you will have to maintain two files
no matter what you do, just because Windows Help files
are formatted (and quite possibly, organized) differently
than a Frame document.
However, if you want to avoid being tied to MS Word, call
and get a demo copy of Windows Help Magician. It has its
own editing environment which works on ASCII or RTF files
(unfortunately, the RTF file part is not included in the
demo version). It is *very* easy to use and makes the whole
process of formatting files for Windows Help much easier.
It's also less expensive than most of the other utilities
out there ($199).
Of course, I'm assuming that Frame can save a file to RTF
format. We can strip our Ventura text files down to ASCII,
and that works OK.
