EMACS for Windows

I've heard that the Free Software Foundation has ported a full-blown
version of EMACS, with LISP interaction, to MS-Windows. I saw a demo
over the summer of it at a conference in Boston.

It's been a while since I looked through their archives, but I believe
that you can still find the source code and binaries at export.mit.edu.

If you can't find it there, then try x.org.
