One way to determine who is producing "the best" documentation
for your industry or market is to review trade publications
such as trade magazines or the datapro technical reports who
occasionally or periodically conduct surveys that include
questions of user satisfaction with documentation. Then obtain
copies of the documentation identified as "most satisfactory."
Another way is to obtain a list of the documents evaluated any
given year by the Society for Technical Communication (stc -at- tmn -dot- com).
STC ranks submitted documents and publishes the results.
Finally, you could conduct or higher an outside firm to conduct
a survey of your customers and determine their satisfaction or
dissatisfaction with your current documentation.
