Saul Bellow is indeed a Nobel laureate, and IMO a very fine novelist.
However, in this context (mandatory English, or official English) I'd be
wary. By all reports he's a very unpleasant person and his stance on official
English may have more to do with his politics than with his skills as a
novelist.
