Another "bent" on the term "shall":

Regarding Mil Standards and Mil Specs, they are probably referring to
writing styles for technical orders and technical manuals. In the military,
(having "served" for ten years) these documents are akin to and have the
same authority as written military orders.

In this scenario, "shall" means just that--"SHALL." You don't get a vote.
Deviating from the written procedures, especially the ones that say
"shall" make one subject to military discipline for failure to obey
a written/direct order...

I thought I'd throw that one in!
