On the question of certification of technical writers, I don't wish to sound
arrogant (even though I probably am :) ), but I don't think I'd particularly
want to work for a company who is impressed by my possession of a particular
piece of paper. Ask me for a sample of my work, and then I'll know the
employer and I value the same things. I also know I'd never seek such a
certification. People with fancy papers don't impress me. Good, quality work
impresses me.
