I think RDB is using what is called a "Modified Julian Date". The
NIST dial-up atomic clock in Denver CO gives dates in MJD form. I
back-calculated it, and it turned out to be this 17 Nov date. I
suspect, but have not confirmed, that this is the date "the odometer
rolled over" in the more conventional Julian Date that Oracle is
using.
