Another viewpoint on this subject is in the January 1995 issue of STC
Intercom: Why Some Scientists and Engineers Can't Write. If this is the
way they are encouraged to write, how can they review a document in a way
that pleases you the technical writer?

My favorite pet peeve is a technical reviewer making editorial comments that
are either wrong or not the best choice.
