If you're writing instruction on how to tie a shoe then you're a Techwriter
writing instructions on how to tie a shoe. Why would the subject make any
difference? Writing instruction is a function of Technical Writing. It doesn't
matter what the instruction is. Should I call myself a Software Specialist just
because I'm familiar with DOS and Windows, have written a few macros, and can
edit a config.sys file?

I write instruction. That makes me a Technical Writer. In the fourteen years
I've been a Techwriter, more than a couple of companies have benefited from my
skills. I, for one, do not need to validate what I do by using some veiling,
euphemistic title.
