I am writing a technical data management plan for a large defence company and
I'm struggling with the term 'data management'. I'd like to put a short
definition of data management to help define the scope of this plan; my
attempts so far have been long winded and I've struggled with the concept of
hard (paper) vs. electronic data management.

Does anyone know of a text book definition of 'data management' or provide an
opinion of what it means to them?

Are there any data management (or configuration) books out there
which discuss procedures and configuration control of technical data over all
phases of a products life cycle?

Does any one have any suggestions for data management software for
traditional technical data packages and SGML data packages?
