I say Who.

When in doubt about poetry, I find it helpful to write it out and
punctuate it like *real* writing. Thus,


"On the beach of indecision lay the bleached bones of thousands who, with
victory in sight, sat down to think about it."

This would still make sense without the phrase, "with victory in sight."
