I canna seem to shut up today, begorrah.
Charles Desaro asked about the use of 'Who' in a poem and asked if
'When' would be better.
I believe 'Who' is correct. The confusion may derive from the fact
that "when" is implicit in the "with victory in sight" phrase
structure. If I write the phrase out in full, substituting for
'with' I get:
"... lay the bleached bones of thousands who,
[when they saw]= [with] victory in sight, sat down ..."
