I'm a little puzzeled as to why the number of writers is necessarily tied
to the number of developers, (as opposed to the amount/type of material to
be written).

There is probably no _set_ formula, but it would be interesteing to see
what circumstances exist in other shops. If a pattern _does_ exist, then
perhaps there is an unwritten rule -- in which case, as writers, we are
charged with putting the unspoken down in black and white (or full
color, of you create web-pages!). Doncha think?
