Yes, the infrastructure costs a whole lot, but once it's paid for
there is no cost difference between sending one bit, and
millions. The medium costs, the message is effectively free.

Sorry, but there *is* a cost difference. The tranmission requires energy, and
the more bits that are transmitted, the more energy is consumed. This energy is
directly charged for in the form of electric bills and line leases (many leases
contain bit rate riders, because the supplier has to be able to have the
equipment to handle peak loads.).
