I would like to create hotspots on my HTML graphics, much in the
way I used to do for Windows .hlp files.

Apprently, I need an Image Map editing tool, comparable to what I know
as a "shed editor." Would someone please recommend to me such a tool that
I can use on HTML files?

It's nothing as simple as a SHED file, but it can be done.
