No, you are incorrect. This has been going on for a lot longer than 40 years.
He was used because women were not included, therefore there was no need to
have a noun that represented both genders.

Men still keep saying that it is so unimportant that he also represents
women, but suddenly it becomes important if women say, okay, let she also
represent men. Then they see it differently.

Whether people considered he an inclusive gender neutral noun in the past is
irrelevant to the present. Women don't like it, don't feel included by it,
and language is changing to reflect this.
