Help: Language Reference manuals

If you have ever documented a programming language and
created a language reference manual, I'd appreciate any
advice you have, specifically regarding organization.
One of my major questions is this: Is a quick reference
section (breaking commands down by category) a necessity?

Also, does anyone know of a list server for programmers/
software developers? If so, please send me the address.
