The placement of the period and comma outside of the quotation marks is
correct in this sentence. The placement of punctuation inside quotations is
only appropriate if the passage inside the quotations requires punctuation.
The sentence or passage that contains the quote is punctuated outside the
quotation marks. It is the use of quotation marks that is incorrect.
