I agree that HTML is poorly designed, but you CAN force horizontal space
by using <TABLE>. What you can't do is control the AMOUNT of horizontal
space you're forcing. HTML 3.0 tries to correct this by introducing <TAB>.

Oh yea. Sure. Wanting a centered heading is WAY past the original
purpose of HTML 1.0. Why would anyone want something that sophisticated?
