WinHelp and HTML

I'm relatively new to online help and this list, but I have noticed quite a
bit of discussion about "Microsoft switching to HTML in 1997." I'd very
much appreciate it if someone could fill me in on exactly what has been
proposed (or mandated) and what impact it will have on existing WinHelp
systems (or does it only apply to those who use the Web as a delivery
mechanism?). FWIW, we currently build online help for use under Win 3.x.
We are developing a 32-bit version of our product for use under Win 95 and
Win NT, but for the time being it will ship with 16-bit help (so we do not
have to maintain two versions of help). In fact, we anticipate supporting
the Win 3.x environment for quite some time.
