Doc2Help is the ideal help-creation tool for circumstances such as your
own. I'm not sure how RoboHelp would deal with your situation (not having
used it myself), but Doc2Help has been designed specifically to allow
writers to create written manuals and on-line help from the same (MS Word)
document. With a bit of luck, you might find that you would be able to
drop your existing documents into a Doc2Help template and, with a bit of
tweaking here and there, produce a help file quite quickly.

It has all of the functions most writers require for a help file (hypertext
jumps, segmented hypergraphics, hierarchical jumps, auxiliary topics etc.)
and - importantly - it's very simple to use. From what I understand of its
competitors, it doesn't contain some of the more powerful 'high end'
functions of RoboHelp and the like, but I've never had any real trouble
creating large, complex and sophisticated help files.

Having said all that, I'm sure there is a multitude of RoboHelp and other
program users out there who are gagging to shot me down in flames on this.
Looking through the messages that appear on this and other lists, most
WinHelp writers are staunchly loyal to the software that they use (myself
included).
