HyperWise from IBM is probably the best-known (and one of the best
tools for the job!). It will output IPF (to be compiled into .HLP and
INF), SGML and HTML. It's a commercial product; check with Indelible
Blue.
There's also IPF Edit 1.0, a demo (25 trials) version of which is on
the Hobbes FTP site (hobbes.nmsu.edu/os2/editors/ipfe10.zip) as well as
the other standard OS/2 ftp sources (ftp-os2.cdrom.com, ftp.leo.org,
etc.). I haven't had time to play with this one much, but it seems
fairly well-rounded for a v1.0.
