Estimating

Does anyone know of a standard allocation of time required for software
documentation in terms of the total
project hours? (ie. a percentage) Granted, estimating is much more
involved than this, but my boss is looking
for something like "documentation should be about x percent of a project's
total hours", as in a guideline.

Any ideas out there?
