In my experience, it hasn't been necessary to have managerial
responsibilities to be considered a senior level writer. Perhaps all tech
writing managers/supervisors are senior level, but not all senior level
writers are managers. My understanding is that it has more to do with skill
level as a writer/editor.

I worked one place where the Senior Technical Writer had supervisorial
responsibility over the Technical Writer, in addition to his own writing
projects. (The company itself was organized along "project team" lines, with
only a skeletal hierarchy built around markets, e.g., Large Systems, Small
Systems, Government, etc.) His "Senior" status wasn't built into the
hierarchy.
So I would think a STW would need some supervisorial/managerial skills that
the
ordinary TW wouldn't need. Also, an STW might function on a project as the
team
leader for the documentation team, and take care of the writing team's
project
management (resource allocation, progress tracking and reporting, etc).
FWIW. What do you think?
