The package you were looking for was from Blueberry Software. It's called
Filtrix. Here's the info from the Frame Connections catalog, which lists
dozens of service bureaus, third-party applications, and
consultants/trainers who work with frame.

Filters
Blueberry Software's Filtrix is a filtering package that converts between
many UNIX and DOS applications, among them FrameMaker, Interleaf,
WordPerfect, Word, Word for Windows, ApplixWare, and IslandWrite. Filtrix
augments the filter offerings of these applications.
The bidirectional transfers support editable, viewable graphics, tables,
headers and footers, and many other formatting features.
The program supports various keyboard mappings and national character sets.
Font re-mapping may be done while format conversions are taking place.
Filtrix has the option of extracting graphics from FrameMaker into a
variety of graphics formats, among them Windows Metafile (WMF), WordPerfect
Graphics (WPG), and TIFF.

Integration
Filtrix may be installed to permit the use of the FrameMaker autoconversion
feature.
