As a result of mergers and take-overs I was briefly associated with a
British company that defined *all* interfaces before designing hardware or
software. One consequence was that manuals could be developed at the same
time as the product. They were (and are) a highly successful company, and I
believe that their methods have become widespread across the group into
which they were absorbed.
