STC is an international body and its members work in many countries. A
certification scheme which restricted where members could work is to be
avoided at all costs. This would be the result of a scheme that was
supported by State, Provincial or National governments. Canadian examples:
the provincial medical associations use their powers of approving doctors as
a means of restricting entry; the Quebec government insists that people
certified to work in that province pass an examination in French.

If official approval is to be sought, and I don't see any adequate reason to
follow such a route, it should, at the minimum, be for all of NAFTA and a
United Nations approval would obviously be better.
