I don't know about "industry standards" on such a topic, but I can tell
you the process is considerably enhanced in an environment such as Lotus
Notes or Microsoft Exchange, where document routing is somewhat supported.
There are also other proprietary solutions to that issue and, of course,
there are Web-like solutions.

But I get the feeling you are searching for a rule that says, "No, SMEs,
you can't get access to e-versions until they are all done." I would be
very surprised if there were such. Is this the real issue?
