I think this stems from the American corporate and government desire to
categorize employees into pay grades with job descriptions, blah, blah,
blah. Systems HR departments seem to have a real problem with how to
pigeonhole a documentation person. Now, programmer/analysts they
understand, but tech writers... they're just a step up from typists, right?
<tongue thrust deeply in cheek>. But then we've had that discussion
before.
