The issue here is simple grammar: if something is a proper
noun, it gets a cap. The World Wide Web is a single
entity... not _any_ web, but _the specific_ web that uses
http protocols to tie itself together and that Netscape and
Microsoft are competing to dominate. Any singular entity
can be treated as a proper noun, in which case it gets the
capital treatment. Is this particularly important to anyone
but an editor? Probably not. That being the case, pick one
approach and use it consistently.
