IMHO, no. That's like asking permission to list somebody's book as a
suggested reference. Unless you've somehow come across a "private,"
unadvertised, not-available-to-search-engines site, organizations
generally want people to access their pages. But, as Kim said, you
*would* need to get their permission if you wanted to use a graphic
from their page as a button.
