At the computer system integration company where I work, we still create
manpages as part of the documentation (in print and online). We also create
integration guides, procedure guides, configuration manuals, user's guides,
and administration guides on paper. So we do a little bit of both.

BUT, we are also developing HTML-style documentation for more general
information/documentation on the user level (as compared to the system
administrator level). This HTML documentation is accessed through the UNIX
application we are developing.
