There are many ways to implement this. In most cases, security is usually handled by the server software. For example, you could have people register for the software via fax, e-mail, or HTML form, and then send them a username and password to access the download site. This can all be automated, including destroying the valid username/password combination after one or a specified number of uses (to prevent someone from giving them to someone else).
