There are several addresses that list different tech-writing lists you
can subscribe to. These came across on Techwr-l a few weeks ago. The
first one lists the instructions for subscribing to the WINHELP
(help-authoring) list under Microsoft Products. I think you have to
follow a couple links to get to it References/Lists . . .
