Here's another idea:

Our programmers added to our applications a startup parameter which
tells you the context ID sent to WinHelp when you click on a Help
button or press F1. While it doesn't solve all ID problems, it
certainly lessens your dependence on the programming units and vice
versa. You might ask your programmers if they could do the same for
you.
