Sure, if they're complete sentences and especially if there is more than
one sentence at some of the bullets. If the order of your listed items
is important, then you should number the list in the order of the steps
to be taken.
Items or phrases or actions comprising the list that aren't complete
sentences don't need end punctuation.
All of the listings in your list should be constructed in the same way:
-beginning with a verb (or gerund)
-being incomplete phrases or clauses or complete sentences
-having or not having an initial capital letter
