My own preference in TOCs is to put the page numbers in the LEFT column:

1 Section 1
3 Subsection
5 Subsection
8 Section 2
10 Subsection
13 Subsection

Etc. The first column is of essentially fixed length, and no leader dots are
needed. Also, if headings in the TOC wrap to a second line, setting a
hanging indent automagically takes care of the wrapping, whereas page
numbers on the right create problems.

PageMaker's automatic TOCing facility allows users to precede headings with
page numbers; in other packages I've seen, running a macro will move the
page numbers to the start of the paragraph.
