Change bars do not inhibit readability if they are sensibly designed

but . . .

I always worry about people paying to much attention to what has
changed rather than taking the whole text in context.

Change bars helping you to get ISO9000 certification . . . this is a
red herring. ISO 9000 is more about doing what you say you do . . .
if you you'd rather use an amendment record at the start of the
manual then do that and set that as your standard.
