If you are getting your CDs pressed for mass distribution, the
mastering facility should be able to give you lots of options for
labeling. It sounds, however, like you are asking about a smaller
operation for distributing CD-R discs.
I have the numbers of a few companies that may be able to help you.
There are plenty of places that sell blank CD-R media, but three that
may be able to customize are:

Carter And Associates (714) 961-8411
Business to Business (310) 546-1400
If they can't do it, they may know who can. Alternatively, programs
exist that allow you to laserprint on CD labels. This is how my
company distributes software we have recorded in-house.
If you want to spend a lot of money, :-) there are "inline printers"
that can be hooked up to an automatic disc loader so you can record
and label the disc all at once. I have heard rumors that a color
model may be out later this year.
