Another alternative might be to simply provide a venue where we could ask
"Anybody work for X? How was it?" and get private answers. Seems a lot
safer to me. No single blacklist owned by somebody who could get sued, no
"published" record where "whiners" could get in trouble, the control of the
information stays close to the source.
Personally, I'd be wary of placing my bad experiences on a public list, and
more likely to reply privately to an individual query.

I think anyone considering creating such a resource had best consult an
attourney. I DO like the idea of having a source for US to check
references
for a change.
Here's a thought: Is there anything preventing a contractor or a
prospective employee from requesting references from a company? Is anyone
currently doing just that?
