This is an old thread, but I found this recommendation on colons while
reading the Chicago Style Manual:
5.75 A colon is used to introduce a formal statement, an extract, or a
speech in a dialogue.
5.80 If the element introduced by a colon consists of more than one
sentence, or it is a formal statement, a quotation, or a speech in dialogue,
it should begin with a capital letter. Otherwise it may begin with a
lowercase letter.
