Yes, NSPE is serious and pursuing the illegal use of the
term engineer.

"New NSPE Task Force Protests Unlawful Use of Engineer Title

NSPE is gathering its resources to prevent unqualified computer
technicians from using the title engineer.

The Society has recently formed a task force to mount a campaign against
computer companies that certify technicians through short courses and
then allow them to use the title engineer. The effort was sparked by the
ongoing struggle with Novell Inc. and its Certified Novell Engineer and
Certified Netware Engineer (CNE) programs.

The Engineer Title Pursuit Fund Task Force, which is chaired by NSPE
member Howard Blitman, has several goals. These include gathering
support from other organizations and pursuing a strategy to get them
involved and developing a fundraising campaign and strategy for possible
legal action. The task force will also develop recommendations and
report to the NSPE Board of Directors at its July meeting."

If you want to call yourself an engineer go through the grueling testing
and licensing procedure. If you are incapable of passing the test then
cease calling yourself an engineer. Afraid you can't make the grade?
