Here at a big university (Univ at Buffalo), we actually get two titles.
One is a vague personnel classification such as Estella mentioned.
The other is an 'in house' or 'in department' title, which the employee
often can have some say in. (And which can change from day to day,
depending on how your boss introduces you!)

For a technical writer, I like the
following titles: Technical Writer, Technical Communicator, Technical
Communications Specialist, Documentation (or Publications) Specialist.
